Dr. Ray came to the University of Tennessee as the chair holder in agricultural policy in 1991. He received his Ph.D. from Iowa State University in 1971 then joined the faculty at Oklahoma State University where he served until accepting the chair position at the University of Tennessee. Dr. Ray established the Agricultural Policy Analysis Center around his research program in 1992 and has served as APAC's director since that time. Over his distinguished career, Dr. Ray has focused primarily on commodity policy, development of analytical models for policy analysis, and deepening the understanding of the structure and nature of the agricultural sector.
