APAC
analyzes the effects of policy issues on agricultural supply, demand,
and net income at the national, regional, state, and farm level.
In keeping with this task, APAC has developed the Tennessee Financial
Analyses and Risk Management Strategies (TnFARMS) project to enrich
the farm-level analysis of policy issues and changing economic conditions
on Tennessee producers. TnFARMS is designed to help farmers, legislators,
and the research community make more informed decisions by providing
financial impact information for representative farms across Tennessee.
TnFARMS was not designed as an academic exercise. Rather, Tennessee
farmers will have a major role in TnFARMS's development, scope,
and ultimate success or failure. Farmers/panelists use a consensus-building
method to provide detailed, firm-level information for typical farms
in their area. The information collected from panelists is used
to form a representative farm from which implications of changes
in policy, general economic conditions and production practices
can be estimated.
A farm-level policy model developed at Texas A&M, FLIPSIM, is
employed to develop pro forma financial statements for the representative
farms. Reports will then be issued about each representative farm,
providing valuable farm-level information to farmers, farm organizations,
legislators, policy analysts in USDA and universities, and Extension
personnel.
