This is a paper and accompanying presentation made
at the 2001
USDA Agricultural Outlook Forum in Washington, DC. It provides
a brief overview of a number of issues on the radar screen of the
tobacco industry and focuses on the widespread and rapid increase
in the use of contracts in tobacco marketing. It also provides an
update on how tobacco settlement (MSA) payments and Phase II payments
are being used in major tobacco-producing states.

Tobacco Communities Project that focused on the potential impact
moving toward tobacco contracts would have on growers and the program.
The presentation provides some context for how contracting works

of the potential pros and cons for a contracting situation for tobacco.
